2 ground stations in the same county?

I have some real doubts about that. No planning for unexpected occurrences (road construction, customer delays, surprise street closings etc.) I still say it's an engineer's pipe dream.

No. That "useless program" is for training new drivers and once it's in and paid for, might as well use it. The proverbial genie is out of the bottle.
