It doesn't matter how many off the street hires there are in a row as long as the required ratio is met. They could also hire 12 in a row from inside then hire two in a row from off the street. The ratio of 6/1 is what counts. Not literally six inside for one outside hire.

It used to be that way in the Central, but it has changed. It is not 6 for 1 per se. It is for every 7 jobs, 6 have to be filled from the inside and 1 from other sources.

Same concept. As long as the ratio is met there is no valid grievance. Its still 6/1 in the Southern.
