There's a lot more work to adjusting a preload when the building is full of contracted service providers. Not as easy as just cutting some trucks. And it's not worth the time to go in and condense multiple trucks down to 1 or 2. Would be a waste of a couple hours just doing that.
We also don't get paid for attempted closed businesses.

Sure you do. You get paid by the hour. UPS has been paid by the shipper. Ol' STFXG, inc. doesn't get paid unless it's delivered.
