I've heard that packages sheeted EC are not counted against the effective number. Missed or late would go against it, but not EC.

Anyone know for sure?

EC's are "technically" not service failures so you may be right.

We don't even give full refunds for service failures anymore--they refund only the difference between the service level paid for and the one actually received.

what about the fake EC cause the driver is over dispatched and near over allowed on hours. Send again pacakages have no driver cross. No attempt made.
