The majority of our missed air is from the packages being misloaded on the wrong truck.

Our preloaders don't load the air--they leave it behind the cars for the drivers to load. This allows us to match the air in our hands with what is in EDD.

I've heard that packages sheeted EC are not counted against the effective number. Missed or late would go against it, but not EC.

Anyone know for sure?

EC's are "technically" not service failures so you may be right.

We don't even give full refunds for service failures anymore--they refund only the difference between the service level paid for and the one actually received.

That's the point I was getting at. The 99% effective that we advertise is not entirely honest when we all know some centers "overuse" EC.
