Any tips to get 22.3 job?

Meanwhile, PTers have only seen the opportunity to bid on 3 of those positions that were either vacated from those FTers who bid on the new jobs (no vacated jobs put up for bid) or unfilled jobs out of the new FT 22.3 inside/inside postings (3). I had just assumed once they posted those new FT jobs that FTers bid into, that Part-timers would have a chance to bid into those vacated positions.
