Beware Upstate NY Cover Drivers!

In the last bid round I went full time cover driver (I'm right outside of Boston).

Here, we call seasonal drivers 'casuals'.

I cover vacations, sick days, split routes, etc.

I know 20+ routes in 7 towns and I don't get a day off unless I call in sick.

You haven't driven if you haven't driven cover...:greedy:

We don't have FT Cover drivers. There are about three of us that know over 20 routes as well. What you said is true .....about driving cover:-) Sorry about the double post.

That is what all the fuss is about. Person A getting driving seniority over Person B(in your same senario). Our building for the last 18-20 yrs. drove their PT'ers in order off the date they became qualified(31st day). Many of the current PT'ers who passed up coming out earlier either couldn't, or just didn't want to get put at the bottom of the Cover driver list. We used to have a list posted of the order we drove in. Not no more.We are talking of anything that concerns FT whatsoever. Occupied strictly by PT'ers. Tried to argue Past Practice, but were told it DIDN"T APPLY. Go figure....BTW....Many of the times we have driven have been to cover routes added that there were not enough FT drivers to cover(besides covering bid routes for whatever reason).
Our building works off some "part time preferred seniority list". Try that wordage and see if it helps. They better figure something out. You shouldn't have two locals interpreting the contracts differently. I know it happens all the time. I'm just saying it is a bad practice. Leads to these exact problems.
I've read pg 214 in our supplement. I can't find anything myself, except what you already tried, " past practice". Good luck to you. Cover driving is tough work. Its too bad you don't get some kind of incentive for putting yourself out there.
We have casuals driving routes that should be bid, all the time.
Therein lies the rub some people have with casuals. UPS can take advantage. As they do with everything else. You can try the NYS teamsters council. Write them a letter about the conflict. Its worth a try.

ARTICLE 22. PART-TIME EMPLOYEES
Section 4.
Part-time employees shall be given the opportunity to fill full-time jobs before hiring from the outside on a six-for-one basis (six (6) part-time to every one (1) outside hire).

The following will be incorporated into the job selection procedures in the applicable Supplement, Rider or Addendum:

The Employer will fill all vacancies and permanent new jobs for part-time employees from the part-time selection list in all months except November and December.

Part-time employees with six (6) months or more seniority shall have the right to place their name on the list of employees waiting to be moved to a preferred job within their building. Such preferred jobs shall include, but not be limited to: Preload, Sorter, Clerical, Irregular Train, Designated Responder, Carwasher, Loader and Unloader. Employees do not have the right to select any specific unit, load or workstation unless a prior past practice has been established.

Part-time employees with less than six (6) months seniority shall have the right to bid a preferred job prior to the Employer hiring from off-the-street.

A maximum of twenty-five percent (25%) of the employees on a shift shall be allowed to change shifts in any one (1) calendar year. The employee obtaining the new position shall remain on that shift for at least six (6) months.

Do you think that I could argue that they shouldn't be allowed to use their center seniority for nothing except to fill a vacancy? When they can't seem to find work for all the cover drivers as it is, how can they switch shifts into cover driving at all?

Its worth a shot. Who has decided that there is one seniority list? Company or union? Or both? Up here, north of Syr, they still have the "part-time preferred list" which is based on qualification date. According to Appendix A in my supplement(upstate/west), there is no wordage on a seniority list for covers, as I read it. Sorry.

*Not trying to stir up anything, just trying to give one person some ideas.

I will ask to see if it would be considered a PREFERRED position or not. IMO, the purpose of allowing someone to change to a different job within the same center(as a PT'er) should be offered to the highest seniority PT'er for the purpose of filling a vacancy or filling a new opening......not to be able to displace or possibly knock someone in the new class out of it. I believe that is where JOB CLASSIFICATION SENIORITY kicks in. No mention of it though anywhere except if I were approved for a transfer that I would have it "entailed". Am I so wrong to think this???

I am just relaying to you what I was told. I wish I could tell you more.

Well ty very much for your ideas! Just very frustrating for us down here. We are the only center in our suppliment that is being made to change. As with so many other matters, just amazes me how every center is run differently and goes by different rules.
