It was originally intended to take a snap shot when you driver released a package. This way it would show a picture of the package on the customers door step in case they called in saying they never received it.

That was one of several proposed uses. The fact of the matter is that right now the camera is disabled in the DIAD and is there in case the business comes up with a compelling use for it. Better to have it and not need it than vice-versa.
