All states now require you to produce your valid DOT card if you have a CDL, as far as I understand. Different states have different punishment for not doing so. In my state if you don't produce DOT card in time you are stripped of your CDL and must start the entire process over again. Meaning, you need to take all written exams to get a permit then retake all driving tests too!
