can't figure out top wage for air driving

I've almost reached my 2 year progression for air-driving, so I thought I would look up what my wages will be. here is what is says:

ARTICLE 40:
1. Effective August 1, 2008, the prior $20.62 twenty-four (24) month (top) rate will change on August
1st and February 1st of each year of the Agreement to reflect the agreed upon general wage
increases. , as follows:
August 1, 2002 $16.25
August 1, 2003 $17.00
August 1, 2004 $17.80
August 1, 2005 $18.60
August 1, 2006 $19.50
August 1, 2007 $20.50

I dont get it! how does that work? How does the 2002-2007 general wage increase reflect what our future raises will be?

I dont get it! how does that work? How does the 2002-2007 general wage increase reflect what our future raises will be?

Plus, there was also a COLA increase which raised the top rate to $20.62. That's what I was making right before I went full-time.

Assuming this is part time air driving:
$20.62 + 0.35 (Aug. 1, 08 GWI) + 0.35 (Feb. 1, 09 GWI) = $21.32 currently.
Will be $21.32 + 0.375 = $21.695 on Aug. 1, 09 (GWI)

For full time air driving, $23.32 currently, $23.695 on Aug. 1, 09

I started air driving in 1987, making $10/hr.
When I took a combo job in 1999 , my pay had increased to $11.66.
Here's what happened; the lovely people that make up our contract 'forgot'
about me and a few others . They assumed that we all had moved on to other jobs and that we would never stay at just being just an airdriver.
To add insults they had made a start pay for all new air drivers $13.50.
I worked with many of these new drivers who always made it a point to compare wage rates. :greedy:
