Does the post office charge those surcharges?
Not that I'm aware of. The postal service lost $6.5 BILLION in their latest fiscal year. That was the same year they predicted they would break even so not the brightest bulbs in charge of that operation.

UPS is a for profit business responsible to shareholders so certainly nothing wrong with them covering their costs and making a profit where possible. That's certainly better than being run like the postal service.

No, the postal service is exempt from parking tickets. Other benefits that enjoy that their competitors like UPS and FedEx don't have are:
  • They are not required to have license plates or pay registration fees for their vehicles
  • They are exempt from many federal laws. Section 410(a) of Title 39, United States Code of the Postal Reorganization Act of 1970 says that “no Federal law dealing with public or Federal contracts, property, works, officers, employees, budgets, or funds, including the provisions of chapters 5 and 7 of title 5, shall apply to the exercise of the powers of the Postal Service.”
  • They have a monopoly on mail delivery and exclusive access to mailboxes
  • The USPS is legally exempt from state and local property and real estate taxes

Some years the USPS does make a profit.
The reason why they claim not to make any profit is because they have underfunded pensions to cover.
