Did local 100 pass or fail?

I was told by a person that isn't too reliable that local 100 passed but the Ohio suppliment failed? Is that true and if so what does that mean?

The central supplement passed but the Ohio Rider failed. Local 100 voted heavily no on both, causing the Ohio Rider to fail. Election season is also coming up in a few weeks for local 100 members.
