Engineers Vs Common Sense

As I've stated before, we have seven open routes and another one opening up, the end of the month. Engineering has told management, "There will be no upgrades" and the two full-time positions, "Will now be part time routes!" Needless to say, with the new DOT rule (after driving an additional eight hours, you have to take a 1/2 hour break), the BABO drivers will no longer be able ... okay WANT to assist the operation. Who wants to work two hours, only to take a 30 minute break? My question: Does it make more sense to pay overtime out of the ying yang, than to upgrade a part timer to full time status? WTH am I missing with the math here?
