In its simplest form the state which could be your neighbors may need to be organized to the benifit of the common good. The building of roads , education of your children feeding and caring for those who are not able to fend for theirselves. Defending yourself against other states who wish to take what you have. I realize I'm dabling in this subject at a grass roots level but I'm trying to imagine a society without any government or goverment guidance at all. When I do so mentally I picture the caveman evolving into what we have today. Even in the commune type scenario; you still would have to have someone in a leadership position to organize the teamwork. The leader of that commune would then become the state and probably evolve into a leadership group as different needs arose.
