We don't want to hurt the law breakers' feelings.
Why aren't other Arab countries accepting these refugees ?
They don't want them. They look at them as an economic burden and are worried about instability. Which is hilarious because in the Quran it says Muslims can't turn their backs on other Muslims.

The UAE for example has accepted only 200 of these refugees this year.

Right because comparing a state of 800 people with Saudi Arabia, The United Arab Emirates, Pakistan, Iran, and Egypt (roughly a population of 118 million) is on par.
When the pope comes to the window and waves to the crowd there always seems to thousands of his followers. Guess they got the room for more.
