Because all the areas of the country have a different set of rules and half the time, the rules that are different do not make sense.

Like I said, I would file on it. That is not the question.

The question is could he win the grievance?

I am afraid that his chances of winning the grievance are slim because he turned down the work.

I'm well aware of what the OPs question was. Mine is not his.

I have won every grievance when I was offered hub work........southern region. I won 124 hours including penalty. I enjoyed my time at home with pay. The argument I presented to the union was that I bid to be a "Feeder Driver" not a hub employee. Recommendation, get to know the labor manager.

Our labor manager is convinced he is right and every hourly person is wrong or up to no good.
The textbook definition of "us vs them".
Unless the issue is not about getting paid.

The other issue is having a good BA that cares.
