The best approach to insure full compliance as well as the most cost effective would be to place cameras in every room of every building, office/Home/etc. and have a central gov't security force to monitor at all times. Going one step further, every human is implanted with devices that monitor our body functions that indicate sexual arousal and this sets off alarms so central command can specifically target and monitor that person for potential violation of the sexual morality code. Also the entire population must go through an educational course for the purpose of mental conditioning that goes to insure a trained populace that will meet full compliance.
