I saw that happen live. The old guy was in shock. He wasn't in his right mind. I wouldn't make light of someone in that position. ever.
I would. If someone knowingly drives into something like this they don't deserve the privilege to drive. If they lack the mental capacity to recognize this danger then they don't deserve the privilege to drive. And they certainly shouldn't be putting the population at large in danger due to their incompetence.

Let's say he was distracted. Maybe his eyes aren't as good as they used to be. If you're coming up on water in the road, it's hard to tell water from concrete. It's the same color. You think the guy drove a perfectly good car into 6' of water on purpose? A little compassion could go a long way here. The police said they have witnesses who saw several more cars drive into the water and no one bailed out of them before they sank in the pre dawn darkness. They are waiting for the water to go down to recover the bodies.
