HR and disability

This started April of 2012 here, is it like this anywhere else? We are suppose to inform HR if we are out on short term and they count this against our FMLA. If we did not inform HR, after 4 weeks the employee is responsible for insurance. Does anyone know why this started?
 
Not where I'm at. Once you are out for seven calendar days you get the unions disibility. It's three hundred for 13 weeks and then goes up to 350 for the final 13 weeks. Also where I'm at you can also qualify for additional unemployment benifits with a doctors note saying you need light duty. Ups has no light duty for off the job injury's so you qualify for the unemployment for lack of work.
