If you quit UPS will they pay you for your unused Week vacation, Personal, sick days?

It could depend on what region/local etc that you are in. In my area (Southern Conference) you only are paid for accrued vacation. You lose all option days(personal & sick days) not used. This also is true for the following year, if you have worked enough days in 2010 you could have accrued vacation time for 2011 as well.

Just use all your time shown on your pay stub before telling them you quit. Or have your OMS put you in to buy them out. Second option will cost you upfront in taxes, but should get it back when you file.

wth after 4 years at UPS I only have OPD 2.00 D OTH 3.00 D????

thats less than last year.
