where do i find the mileage rate for driving to classes out of town?

It is the same rate the IRS allows. I believe this year it is $0.56 per mile.

It depends. If you are hired at a certain location, but the training is at a different location, you get paid the mileage from the location you were hired at to the location you are being trained at. And the same for the return trip home.
Unless it is less miles from your house to the training location. Then you get paid those miles.

Even if it only 20 miles further, you get reimbursed the miles.
