We have a bunch of 135-series P-1000's from 1994 that came with lap belts even though they were designed to have 3 point belts as an available option. They are identical to the 136-series cars that were delivered with 3 point belts. The attachment plate is there, the company just did not want to pay the additional money. The law changed in mid 1994 requiring 3 point belts on all vehicles, UPS continued ordering lap belt-only cars up until the final day that it was legal to do so. To UPS the life of the driver just isnt worth the $50 price difference.
