Part-Time Dock Worker Being Placed On-call?

Hello gang,

I have a friend who works for UPS Freight as a part-time dock worker for a few weeks, and recently he was told by his supervisor to be on call for work, meaning he has to wait for a phone call before he'll be able to go to work if he's needed. Until then he's out of work. He wasn't given a time of when he'll be called, nor was he given a reason why he was chosen to be an on-call worker. It's been a few days now, and he has yet to get a single call. Should my friend be concerned and go to the HR in person to sort out this matter as soon as possible? Your input is greatly appreciated.

Have your friend talk to his shop steward. If there are full time employee's not working then the full time workers can bump him. As far as being on call, I think that the boss needs to give him a time frame such as when it starts and when it ends, that way he doesn't sit by the phone all day and night. That is why I say to talk to the shop steward, HR will get you no where here.
