2 things I have learned about Old Glory over the years:
It is only a suggestion that at US Flag be illuminated at night--its not a law. (Think of all the hundreds of little cemetery flags not lit up at night).
The Flag on Memorial day is suppose to be flown at Half Mast --- only until noon. (just learned that recently).
