This is a justified shooting. The cop thought the autistic guy was going to shoot the guy on the ground with his toy truck. He had no choice but to shoot the guy on the ground who had his hands up. Nothing more dangerous then a person laying on the ground next to a special needs person. The officer's split second decisions saved multiple lives that day. American Hero

He was aiming for the autistic guy and missed, hitting the black guy instead.
