Probably different in each Local, but here you have some choices. If there are available weeks left in the year, we allow the employee to choose those weeks open after their 1 year anniv during the vacation picks. If the weeks are full they could also take the weeks paid but not take them off. Or they can save them for early next year during the first few months of year.
