Credit to some in the Obama administration for daring to think outside the box and seeing the negative consequences of market interventions. Quite often the poor and economically disadvantaged are the hardest hit as such action raises the initial capital costs to start and for many businesses serves to create an entry barrier which protects long established interests who never faced such hurdles in their start up years to begin with.
