It's probably so rare that it doesn't even matter. Usually for every 5 guys I bring in the building 2 don't last 2 weeks, 2 more don't make it 6 months, and the last is usually gone within a year. I was hired two years ago and I'm the only guy left out of the original crew I started with.
It happens though so needs to be avoided. It actually happened in my center right before I transferred here.

Do she mean by application date or who worked there first? Lol.

It varies by location.

First letter of last name

It it not uniform everywhere. While it should be.

I got burned on this same thing when it came to start cover driving. His last name starts with a B. Mine a W. Luckily he wasn't interested in ft driving.
I screwed up by not taking TCD one year. I passed twice on TCD one summer since I had a FT job and a family but they ended up keeping 2 TCDs so I'm 6 months behind 2 guys I could have had a tiebreaker with.
