A good idea would be to have the world's navies be seen along their coastline in a good old fashion blockage.
"World's Navys" ....exactly, send our fair share of security (I wouldn't call it blockage), however any country that has vidal shipping interest ought to be involved in that shipping lane. Expose and call out the countries effected that sit back and do nothing and expect the U.S. to rekindle our role as the "World's Police".

How are you to determine who are the pirates and who is the commericial fisherman or father and son outing....How much collateral damage is acceptable to you.
These ships make enough money to hire privately heavily armed security personal without looking for expense gov't military welfare for escorts against small bands of criminals with no sophisticated weapons. The Earth is composed of 70% water surface, the navy can't be everywhere.
