It very well could be his problem. While there is no concrete definition of the word ASAP, I'm pretty sure it doesn't mean "one hour later" or "when I get around to it".

I have a feeling that the receiver did in fact leave the pkg on the dock and that it "grew legs" during the hour it sat there.

The only thing that may save him is the signature at delivery.
Its called insurance ! Not a chance would he be liable.

Look, the package was signed for and delivered. Until the package is back in UPS hands, its the receiver's problem. They'll issue a tracer, the driver will follow up, and it will be closed as misdelivered lost/stolen. I don't know why anyone is losing any sleep over this. Your steward should put the oneness on mgmt for telling them to leave the package on the dock. Maybe your supervisor snuck over there and stole it? Maybe the receiver kept it? Maybe you don't work in UPSTATE and have a back bone?
