Scott's comments on this in the book has more to do with Bush making the promise to fire anyone if they were found involved and then when Rove came to the surface, Bush protected Rove and they decided to let Libby be the fall guy so to speak. My guess is the last day Bush will pardon Libby and somewhere he'll get backpay for his loyality to the cause. He may even get celebrity status and his own TV shot like Col.
