It turns out that Local 63, home of the Joint Council 42 President and one of Local 952s neighboring locals has also been operating in negative net flow for the past six years. Local 952 on the other hand had been rapidly draining their bank account, until the year 2012 when they finally hit rock-bottom and went into the red. But last year they really went over-board and surpassed Local 63 as the worse fiscally in Southern California, now operating at -$221,664. What the hell is going down in Hoffa's strong-hold, Southern California?
