As a Steward for longer than you've been with the Company, I would say that most Drivers don't whine or even complain that much. You get a lot of "can they do that?" kind of questions from the general workforce, mostly things that don't have to do with the Contract & are just general Stupid Boss/Stupid Corporate Policy kind of things. From about 10% you have habitual complainers who are well versed in the Contract and some of those are trying to game the system, so they have issues. 5% of those have serious issues and would fall into the category of "whiners" although sometimes it's because they are holding a serious chip on their shoulder due to past wrongs (perceived or real) by the Company or the Union & will do anything possible for revenge. The ones that bother me are the ones that never complain but when Retirement rolls around they grab the cake the Company had made for them to share and waltz right out the door. Really? Something was just simmering inside you for 30+ years and on the last day you act out? THAT group and the preceeding one are IMO the ones that make it onto Brown Cafe, as they either are happy to vent 24/7 or won't do it at work so they do it here. So I wouldn't characterize the majority of bargaining unit members as "whiners" by any means. What might seem like whining on the shop floor is really just having a voice in your work rules. One or two might be whining but when most of your crew has an issue with some policy you can work with Management and develop a procedure that accomodates the needs of both parties. It doesn't always have to be "their way or the highway" when you have a Union. Not sure which workers were outsourced but we were never happy when who you call to find your package was changed from local workers to a centralized corporate number. I think it was called CSPC. You used to be able to get something to happen very quickly back when it was a local 602 area code you called, and that was when all we had were pagers. Of course, local control to be creative was killed off pretty much all throughout the Company.
