One might note that, while the absolute number of union members grew slightly, the ratio of union member workers to the total number of workers continuted to decline, albeit by just a tenth of a percent. Reference yesterday's (01/27/2012) New York Times article which says....

"The nation’s union membership rate continued a decades-long slide last year, falling to 11.8 percent of the American work force in 2011, the Bureau of Labor Statistics announced in a report on Friday."

You are right about the total percentage of workers but that is because lots of government employees were layed off.
