Can you push a hand cart up a curb?

Pulled the hand cart behind him to the curb, then pulled the handcart up the curb without following proper methods, turning, and squaring up ones body with the cart before pulling it up, used a jerking motion pulling the cart up behind him, then pulled the handcart behind him across the sidewalk... this guy is an accident/injury waiting to happen.

Tsk tsk.

I was dinged on a safety observation just for pulling the cart less than 2 feet behind me.
