Article 3 Section 14 - Tractor Trailer School:
Before hiring from the outside, the Employer will consider other
employees to fill tractor-trailer openings if they meet the same criteria
as those employees hired from the outside.
This is not for tractor trailer school. This is to fill tractor trailer openings. And yes, it is an exception. This means that the employee must already have a class A CDL.

It does not mean that they will take non 1 year safe driving employees into feeder school.

If a PTer has a class A CDL, he will be considered for an unfilled opening, but will not be considered for feeder school.

So you're saying that in this situation if a PT employee has his Class A, they will put him right into feeders without going to UPS feeder school?

No. But seeing as he already has a class A CDL, they may let him, and I say may (contract says give consideration to) let him bid the job. Once he bids and wins the job, he will be trained the UPS way in feeders, just like an outside hire.

Theoretically, they could put him right on the job. Just like an outside hire. He has a CDL, give him a map and go.

Without a class A CDL, they would not even let him bid the job. So no feeder school. He needs to have the same qualifications as an outside hire. Accident free and a class A CDL.

Saying that paragraph only applies to feeder openings and not to feeder school is a distinction without a difference. Feeder openings get filled by sending people to feeder school and everybody goes to Feeder school bro. Everybody. Doesn't matter if you're FT, PT, off the street, CDL class A with all the endorsements and 20 years driving a rig. UPS doesn't put you behind the wheel until you pass their school period.

It is a distinction with a difference.

UPS needs to have a certain percentage of feeder qualified drivers in packages. UPS will post a list for feeder school when this percentage is not met or when UPS sees that they may need more feeder drivers in the future. They do not hire them from the street and place them in packages as feeder qualified drivers.

In the Central, anybody without 1 year UPS safe driving is ineligible to bid to feeder school, whether they have a CDL or not.

If the need arises right now, UPS needs drivers now, and UPS has used all the feeder qualified package drivers, and there are not enough package drivers interested in feeders to fill the jobs, UPS may give consideration to a non 1 year safe driving employee who has the same qualifications as an outside hire.

Yes, a PTer may go to feeder school if there is a job opening to be filled immediately and no FTer wants it.

No, a PTer cannot go to feeder school to meet their 10%, or whatever number it is, feeder qualified drivers in packages even if he has a CDL.

It may seem confusing, but there is a big difference. The majority of the time, feeder school is to keep their 10%, not to fill an immediate job. So the majority of the time, combo, clerks, porters and PTers are ineligible.

It's not confusing at all. Your supplement says in Article 3, Section 14 - Tractor Trailer School:

as those employees hired from the outside.

It means what it says. And everybody goes to tractor trailer school so yes, claiming it applies to Feeder openings and not to Feeder school is a distinction without a difference. Nobody gets "handed a map and go" just because they already have their class A, I have no idea where you got that from.

It complicated and seems confusing but it is not that hard to understand.

Read the paragraph a few above the one you posted. Here it is.

New tractor-trailer openings or vacancies will be filled from the list
of qualified employees in their Company seniority order at that
location. In the event no employee on the list of qualified employees
elects to fill an opening, the employee with the least seniority on
the list must fill the opening.

If there is a current opening and no one to fill it, they may consider a combo, clerk, porter or PTer instead of hiring from the outside.

Employees who are interested in qualifying as tractor-trailer drivers
shall notify the Employer. Such employees in seniority order will
be permitted to attend, on their own time, the Employer’s training
program which may be established from time to time as the need
occurs. The Employer agrees to furnish the necessary equipment
and instructors. Upon completion of this training, the employees
shall be required to maintain the proper license and work as needed
in the classification.

To qualify for attendance at the tractor-trailer school, the employee
must have one (1) year UPS safe driving for the year preceding
his/her application to attend the school.

To be trained and placed on the qualified list, not a current job opening, combo, clerks, porters or PTers are ineligible.

Before hiring from the outside, the Employer will consider other
employees to fill tractor-trailer openings if they meet the same criteria
as those employees hired from the outside.

This only applies to the first paragraph listed in this post. Immediate openings. It does not apply to interested and being placed on the qualified list.

And to add, most feeder drivers usually come from the qualified list and then they have another feeder school to get back to their 10%

Again, clerks, porters, combo or PTers are not eligible to attend feeder school to maintain their 10% qualified.

You're just talking in circles now. None of that addresses the fact that your supplement requires that UPS consider all employees for openings in the feeder department before they hire off the street regardless of whether those employees have 1 year of UPS safe driving. And yes, that does mean those employees will go to feeder school.

You will never understand that there is a difference. I understand it and so does the state panel. The issue has been grieved and lost.

A clerk wanted to attend feeder school. The company denied him because he did not have 1 year UPS safe driving. He grieved it and LOST.

Panel decision was that there was no contractual violation. He did not have 1 year UPS safe driving. He is ineligible to bid feeders.

So overall, it really does not matter what you or I "think" this article means. I know what the state panel ruled it to mean.

Edit. This was for the 10% coverage. This was not for a current job opening.

Different situation. UPS was not hiring off the street at the time so he had to meet the 1 year safe driving requirement.
You've had people on this thread in the central state that they went straight from PT to feeders without 1 year safe driving, you tried to say it was a "one time deal with no precedent" but that's not true, they got the job because there weren't enough FT drivers to fill the positions and your supplement says that they had to consider those guys before they hired off the street. In other words, they got those jobs because UPS had to follow the contract.

I made the switch 5 years ago. As had many before me and even PTers recently. And truthfully, I only know about 5 of our guys that came from package.

You made the switch when there was an immediate need for a feeder driver at the time. You did not qualify to be put on the qualified list for when needed. This is the difference.

I am not saying that non 1 year drivers cannot go to feeder school, but overall, in the Central, with a few exceptions, it is rare.

Scenario A

Feeder school bid goes up. Driver A bids on it but he does not have 1 year UPS driving. Driver B also bids but he has 1 year UPS safe driving. Driver A has more seniority but is not qualified to attend feeder school because he does not have 1 year UPS safe diving. Driver B gets the bid.

You must have 1 year UPS safe driving.

Scenario 2

Feeder opening exists. No FT drivers are interested in it. UPS may then consider anyone else that fulfill the same criteria as an outside hire. A CDL and accident free for the past year. 1 year of UPS safe driving is not needed.

Here's one for you. A package driver is the only FT to bid. But he does not have 1 year UPS safe driving. He had an accident 3 months ago.

He is not qualified to bid, but they can then take a PTer who has a CDL and has not had an accident in the past year.

Gets a little contradictory and confusing, doesn't it. Sometimes you need 1 year UPS safe driving, sometimes you don't. Sometimes you feel like a nut, sometimes you don't.

Here is the other issue. How many PTers, clerks etc have a CDL. The requirement to be considered is the same qualifications as an off the street hire.

You need a CDL to be an off the street hire at UPS for feeders. For those of you who went from PT to feeders and you did not a a CDL yet, consider yourselves lucky.

Contractually, UPS did not even have to consider you.
