I think the issue was UPS was warned for a number of years about doing business with these companies without putting checks on it. With U.S policies of being able to sue everyone involved I think UPS got off cheap. It sucks. Its not right. But in our society thats the way it is

They probably should have come after the pickup drivers as well.

They don't vet the wine companies. The companies say they ship wine and there are DOT rules for shipping wine. If a pharmaceutical company says they ship pills and stuff, there's no regulation. Hell I have my testosterone sitting on my front porch whenever I have to order it.
They verify wine shippers are licensed here at Express.
