UPS / Teamster Early Negotiations: Why so long to present Healthcare Issue?

In future contracts, it places the onus on the union to decide between increased wages or healthcare dollars. In reality, this is the way it is now, but it will be impossible for the union to claim that the company is inflating the cost of healthcare, when they will know the actual numbers.</p></blockquote><p></p>
