Ohio and New York lose 2 seats each

US population grows at 9.7% rate.
Delaware, with 14.6% is the only state in the Northeast and Midwest to grow at a higher rate than the National average.
Nevada has the highest growth rate at 35%
Michigan is the only state to lose population.
