Lets say you roll up on a residence with an over 70, 24x24x30 package without signature required and no phone number was left.
There is a short walkway leading to the front door of the house.
There is a gate sealing off the walkway. In order to ring/knock/leave the package at the door you have to pass through the gate.

There is a padlock that clearly isn't locked. It's just dangling there unshackled. But it isn't clear if someone had intended to lock the gate. You can't unlatch the gate with the padlock there. In order to get through the gate, one has to remove the padlock.

You're hoping someone notices you and comes out but nobody does. You try verbally calling out, but to no avail. You look for another good place to deliver the package that isn't open to the elements. There aren't any.

Do you put it back on the truck or remove the padlock and take the package to the door? Or something else?

Unlocked padlock indicates you are allowed to enter. A locked padlock mean no entry, not even climbing over fence if possible. Many people will leave locks on on places like that so they will be there when the customer wants to lock up.
