Wont ship?

Hello, my name is Jim Carmichael. I guess I was wrong, but I was under the assumption that UPS would ship anything. I tried to ship 7000 lbs of nitrous oxide to my grandma for her birthday, but the lady at the UPS Store told me they couldnt accept it. So what gives?? I thought UPS shipped anything!
