Writing preferred position letter

How should I structure my preferred position letter since they, management and my shop steward, is telling I can not just pump people with less seniority than me, so I have to write a letter stating what positions I want to work and I am the next to go to that position before anyone else. I have the positions stated just do not know how to structure the language of the letter.

Never heard of this. My area has preferred job lists for small sort/clerk/irregs/carwash/etc. that the member simply signs.

I sure wish that my center did that I don't understand how different centers can have different rules.

My supplement (Atlantic Area) requires this in writing. Every supplement has different procedures but a letter of intent sounds a bit off to me. I wouldn't put too much effort into it.
