what would happen if ups didnt raise prices

So fedex raised prices this year. What would happen if ups didnt choose to follow. It would seem to me that some shippers would jump ship to ups. It wouldnt be a life or death issue if ups waited a year to jump rates. Any ideas??

Published rates are discounted to large shippers,so even if rates are scheduled to go up most do not see a increase.The small fries are the ones who must pay the increased rates.
