A conspiracy theory. If the Healthcare was planed from get go, how deep could it be?

Union shops it around and finds insurance company willing to cover at a cost of y=x-8%. What would you like to see the union do with the savings? If the ACA works as planned and insurance costs go down creating an even larger savings would you want it going to political campaigns to further union expansion, to direct union campaigning, or refunded to the union membership? Unions are exempt from the tax on Cadillac plans, but I am not certain can they enroll in the exchanges? If so, that would I think drive costs lower.
