The entire last year season was based on Jack Bauer being brought before the Liberal politicians --to eventually stand trial for his conduct --the entire series was based on this even when the Fictional President of the Fictional United States had to decide to permit torture or not ---I understand you have not watched the show --if you can-- check it out this year --I believe it begins in two weeks ---this year I do not yet know what the season will be based on.
