Tariffs are just plain tricky . Ever hear of the Chicken Tax . American chickens were being sold in Europe , under cutting the domestic markets which in turn cause Europe to impose tariffs on imported chickens . President Johnson signed the Chicken Tax which targeted dextrin ,brandy , potato starch and light trucks being imported to the USA to pay a 25% tax . The light truck was aimed at Volkswagen , whose VW Van was classified as a light truck and quite popular at the time . The reason why the VW was included was because Johnson had made a side deal with the UAW not to call for a strike prior to the 1964 elections and to support him on his civil rights program . Now a side effect of the Chicken Tax was that all importers of light trucks were subject to the 25% tax . Many Japanese trucks were shipped to the USA without beds or box attached which only subjected them to a 4% tax . In 1980 that loophole was closed and every truck was charged the 25% tax . Since then dextrin , potato starch and brandy has been removed from the Chicken Tax , but trucks remain . In 2012 Ford ran into trouble when it was importing their Transit Vans from Turkey. So they lobbied for removing the tax for American-based companies, even on their imports, but keeping it for everyone else.
