Most Help Needed
Then technically the "helper" is not a helper they are in charge of a vehicle and not working under the direct supervision of the driver. So they should be paid driver rate as well as start progression on ground if they deliver ground.

Jacksonville, FL – On Jan. 3, UPS abruptly discontinued its seasonal golf cart delivery program in Florida, after a worker filed a grievance on management for breaking state statutes. UPS management continued assigning normal golf cart delivery assignments to workers after Dec. 31, which violated state regulations on golf carts and placed its workforce at risk.

“UPS management put their workers at risk by assigning them duties that were against the law on Jan. 2,” said Dave Schneider, the UPS golf cart driver who filed the grievance. Schneider is a member of Teamsters Local 512 in Jacksonville. “Management was either negligent and didn't know about the statute or they hedged their bets to get a few more days of low-wage delivery work from golf cart drivers. Either way, they put us at risk, and I can't afford a huge traffic ticket making $8.50 an hour.”

Current DOT rules...
States and cities have additional rules.

The DOT needs to address the issue of golf carts used for commercial purposes. There have been deaths.

According to a safety expert who studies golf cart accidents, deaths and serious injuries happen far more often than people realize.

"News media always describe them as freak accidents, but they are not," said Kristopher Seluga, who works for Technology Associates, a Connecticut-based company that reconstructs accidents. "Somebody dies every week in this country from falling out of a golf cart."
This also needs to be addressed in the next contract, along with grievances filed now for violating regional supplements.

Parts of NorCal get bikes and trailers they get ground rate if their progression hasn't started they get top pay, if their progression has started prior to bike they get that rate, however a bike does not start progression. From what I've heard is bike routes are 40 to 100 stops.
