I don't think CBD by itself is banned. The problem is if it is extracted from marijuana, there will be a significant amount of THC in the oil. Which will trigger a positive test. If its extracted from Hemp, there may be a very small percentage of THC. Not enough to get you high, but if you ingest enough over time, it's possible to trigger a positive test.

CBD by itself doesn't test positive for marijuana metabolites.
