CNN - Comey said that the NY Times story, which alleges that "Trump associates had repeated contacts with senior Russian intelligence officials in the year before the election," was almost entirely wrong.

Comey said, "The President was not under investigation."
In his prepared testimony, Comey admitted what he had previously refused to admit publicly: President Trump was telling the truth when he said that Comey had told him on three separate occasions that the president was not under investigation.

Comey did not say that during his testimony.

How can you 'leak' what is your own property?

Plus Trump pressured him on the Russian investigation.
If his notes were on an FBI laptop they were not his property. If he wrote them down by hand its more of a gray area but something legal experts would have to figure out.

Also Comey was caught in another lie.

Comey testified that he only leaked the memos in response to a tweet. The public record reveals that The New York Times was quoting from those memos the day before the referenced tweet.

So, Trump’s claims — that Comey had told him on three separate occasions that he was not under investigation, that both houses of congress were aware that he was not under investigation, and that he had expressed frustration about the “cloud” that was created by Comey’s unwillingness to say so publicly — were all true. Conversely, reports that Trump was lying about it are now — by Comey’s own testimony — shown to be “fake news.”

Actually, if he wrote it down in performing his job, it is subject to involuntary turnover to US.

If Comey were to destroy any written notes, he could be charged with a felony as mandated by the Federal Records Act and reflected in 5 FAM 400, all Departments must create and preserve records containing adequate and proper ... of Government and selected internal memoranda, written correspondence, notes, ... of Government records pass through before they are destroyed or transferred to NARA.

As expected Comey was mostly tap dancing on a tightrope because he could easily put himself in legal jeopardy. Obviously he doesn't like Trump and his negative comments were just his opinions. Like Trump said something but Comey claims it meant something else. Plus it was funny how Comey would instantly switch from a legal expert to being clueless if he didn't want to answer a certain question.

I knew because I looked it up when Comey said he had written notes.
Any information, regardless of media, recorded in performance of of a Federal employee's job must be preserved or turned over to the National Archives.
Even Classified Information must be preserved.
