Are yearly raises based on hire date or 30 day qualify date?

If hired full time dental you have to wait 9 months to get? And why? But you get all other benefits after 30 day qualify?
also is this from hire date or qualify date?

You only get contract raises when you make top pay. The rest are on your seniority date
