COVID-19 Paid Leave Question

The Teamsters agreement with UPS states that any employee diagnosed with COVID-19 will get 10 days paid leave, correct? Due to the CDC's new guidelines, my state has just changed their testing procedures due to the severe shortage of test kits. They will no longer test persons with just a fever and cough. Testing will only be performed on those with fever, cough, and shortness of breath (serious cases). Folks with the milder symptoms will be told by doctors to "assume" they have COVID-19 and that they should self-quarantine until fever-free for three days.
So, will UPS still pay employees who haven't been officially tested?

UPS remains committed to the health and wellbeing of our people around the world as the COVID-19 situation continues to unfold.

Emergency Paid Leave for Those Directly Affected by COVID-19

To support our people during these unprecedented times, UPS along with the International Brotherhood of Teamsters (IBT) and International Association of Machinists (IAM) have developed a new emergency paid leave compensation program for union-represented employees in U.S. Eligibility for the two-week paid emergency leave includes:

  • UPSers with a positive test for COVID-19
  • UPSers with a member of their immediate household with positive test for COVID-19
  • UPSers who are mandated to quarantine by UPS Health & Safety, a treating physician, or a public health official
The two week Emergency Leave benefit will be paid as:

  • 8 hours per work day for full-time employees, up to a maximum of 10 work days
  • 3.5 hours per work day for part-time employees, up to a maximum of 10 work days
  • Health & Welfare and / or Pension contributions will be made as appropriate for these hours
After 10 days of pay, those participating in the emergency leave program can use accrued paid time off (sick days, option days, vacations) if further leave is needed. Any person participating in this program will not have missed days counted as an attendance issue.

Individuals who self-quarantine because of health concerns may use sick days or option days if available under the contract. If they are later diagnosed with COVID-19, they will have those days returned to their banks and they will be eligible for the pay listed above.

This benefit will be retroactive for anyone who met the above criteria prior to March 17.

The program does not apply in situations where a UPS building may be shut down and is unable to operate.

UPS, the IBT and the IAM are committed to further discussions as necessary as this current situation evolves.

My guess would be that UPS will try to avoid paying people without an "official" test.
 
Math is hard.

For some people.

Math is simple. If I get sick on a Tue. wait till Thurs. to see a doctor. Thats 3 days of no compensation. Then diagnosed with coronavirus 6-8 days later, which will then start the 14 days. If you don’t coronavirus you get nothing. Math is easy, but this is Algebra.

Incorrect.

If you are diagnosed with covid-19 they will pay you 3 days till short term disability starts.

If you are told to quarantine by one of the highlighted below you will get paid leave up to 10 days.

You don’t need to be tested. You only need to be quarantined by either your doctor, your states health dept, or a UPS doctor.

The truth never changes.
The CDC also recommends 14 days of self-quarantine. The Union got us 10 days.

Go to the ER.
Wrong. Its retroactive paid leave if you have been diagnosed OR ordered to quarantine...read the actual press release. Lays it out pretty clearly

State disability would probably be better than FMLA.
FMLA will weekly move up your vacation pay for all but 1 week and then back to disability if necessary.
